The broker in question has been identified as a Republican operative (http://www.miamiherald.com/2012/08/04/2932194_p2/cabrera-was-fixture-of-hialeah.html), working in the right-leaning Cuban-American communities of South Florida. Mail-in ballots are actually favored by Republicans, not by Democrats. Where Republicans want to clamp down is on voting at the actual polling sites, by requiring specific kinds of ID that poor people are less likely to possess. (Eg people who can’t afford to own a car or travel by air may not have a driver’s license or passport.)
