If someone lacks the requirements to register or vote under CURRENT laws, they cannot claim to be &quot;disenfranchised&quot; by the addition of NEW laws like Voter ID, can they?

<p>Setting aside the questionable Brennan Center numbers, shouldn&#8217;t the focus be NOT on &#8220;US citizens&#8221; but &#8220;registered voters&#8221;?  If someone lacks the requirements to register or vote under CURRENT laws, they cannot claim to be &#8220;disenfranchised&#8221; by the addition of NEW laws like Voter ID, can they?</p>
