Virgin Islands Daily News: A proposal initiated by the Defense Department would change the way the territory elects its delegate to Congress.The
proposal, Section 1048 of the 2014 National Defense Authorization Act,
calls for eliminating the 50 percent plus one vote requirement and
amending the law such that only a simple plurality of votes would be
required for a candidate to win the delegate position. The U.S.
House of Representatives passed the 2014 National Defense Authorization
Act on June 14 and now the bill is up for consideration by the Senate.
