Be careful with this story.
When Texas computerized registration records years ago, it did not have dates of birth for many people. (There was no DOB blank on the application decades ago.)
So the Secretary of State told county voter registrars to use 1-1-1900 or 1-1-1901 as placeholders in the DOB field.
