A three-judge panel put lawmakers on notice Friday that Kentucky will get constitutionally balanced legislative districts one way or the other. “We hope the Legislature does it, but, if it doesn’t, we will,” U.S. District Judge William O. Bertelsman said during a court hearing over whether to grant a request for a stay in a pair of federal lawsuits. Gov. Steve Beshear on Thursday called a special legislative session for Aug. 19 to deal with the issue. The governor emphasized he wants to lawmakers to wrap up their work quickly, largely to keep down the costs. Special sessions run more than $60,000 a day. Herald-Dispatch
