Despite an extended 2016 implementation date, the DoJ is so confident that the basis concept of the voter ID bill is racist and discriminatory and the educational and outreach part of the bill so hopeless, they have decided to sue in 2013.  Apparently, just the passage of the bill is evidence of discrimination.
