“The North Dakota Senate voted in favor of a voter identification bill Wednesday after a lengthy debate on the need for the added voting requirement.  House Bill 1332 passed by a 30-16 vote after more than 15 minutes of floor debate.”

North Dakota is the only state that has no voter registration.
